Is there a way to randomly fill with circles
I think I can work it out....I draw the teardrop shapes then fill with the circles then delete the teardrop?
But is there a way to automatically fill the teardrops with random circles or does it need to be done manually, one by one?
How would you guys approach this?

It looks like there are only a couple of designs that repeat. They are just rotated differently.
I would probably just draw & fill them manual. Then copy/paste & rotate them.

I don't know of any way to automatically randomize the placement of the circles. You could take a screen shot and import to Inkscape, then use the bezier tool to trace one of the tear drop shapes. Then draw and copy circles over the image. Copy the tear drop outline and then draw more circles in different patterns. Copy, scale/rotate to mimick the pattern in your sample photo. Lastly delete the tear drop outlines.
I have included the file of the sample patterns I came up with. Maybe these will be of some use to you.

I have used this in the past to make a random pattern of circles.
Import it into inkscape, play around with the shape you want, clean it up and call it done.

Here's the first attempt. A few holes were too close together due to me making the teardrops too small.
Customer seems happy so far.
