How to setup to cut inside of a shape.

Can sheetcam be configured to allow a graphic to be cut within a precise shape? For instance a bear shape.

Yes.
When you setup your cut operation, you have the choice to do an inside offset cut, an outside offset cut, or a no offset cut. It's one of the first choices you have to make, along with which layer to cut.

Is this an existing pce you need to cut a name or design out of?

I posted this on your other thread:

What I do in a cut like this is to layout the perimeter to match the existing object then insert what you want to cut out of it. Turn off the torch and do a couple of dry runs to align things. Once aligned turn on the torch and start cutting when the ID is cut pause the machine and remove the plate
