Hi,
New to CNC plasma cutting, have a little experience in 3D printing.
New to making these layouts. I haven't had any issues cutting out drawings that are free standing like a sign, ninja stars or bear, etc. I am having trouble getting my head around placing a drawing into a panel (for a hexagonal firepit). I am trying to make a space to place a highway sign with it held in with tabs around the outside.
What I have come up with looks ok to me, but I think it will not cut properly. This design looks like it needs to cut inside offset and outside offset or else parts of the highway sign will go missing.
I have marked in red what I think should get cut out
What would you do in a case like this?

FYI Crowsnest Highway (Highway 3) routes through the southern interior of British Columbia

Not sure what program you are using but what I do is "hatch" in Autocad, which gives a pretty clear picture of what is going to happen. All the black will remain as metal. So you should be good to go.

since you have some 3D experience you could use the 3D software to show you what it may look like by extruding the DXF drawing.

Awesome, thanks. For some reason after messing around with the file for so long I was going cross-eyed. Needed to step back.
