Could use a little help here PLEASE

I have been asked to make a cut out of a Farmall Tractor Model H, I guess the grill is the key to it being a Model H or not I have a picture that I have been trying to get traced but I'm not really getting any results that are worth trying to work with. Could someone help me either suggesting a program that will do what I need or explain to me the steps I need to take to get it to the point that I can come up with something I can trace in Ink Scape,
If you have a program that will copy it all I'm trying to get at this point is a Good SVG file

You can trace it in inkscape but it will have to be done by hand.

Julie from Robin Hill Machine did a similar one for me recently. I'm sure she can do this one for you.
