I actually used Plasmacam Design Edge to do the manual trace and create the stars. Since you don't have access to Design Edge, you could use Inkscape to do a manual trace. It will be much more time consuming, but will work. Here are some steps using Inkscape to show you the basic method. I have started with the photo you just showed for your finished part. But you can trace anything as long as you can see it clearly.
