Surface Rust?

I am having an issue getting a good coat of paint on the butterfly chair that I just made my wife. I hit the chair with a DA and went over the surface to clean the dust off. Now, thick or thin it seems that there is some sort of rust coming up through the paint.

I didn't remove all the mill scale, but again, I DA'd it to scuff it. I am using a Glidden Exterior paint. I have hand brushed it on, and it only shows up in some areas and not others.

Help on this would be much appreciated.

Not sure what is causing the problem you are having but I can tell you that 90% of a good paint job is surface prep. You probably won't get a good, long lasting paint job if you have mill scale. You might could clean it with muratic acid or ideally have it sandblasted.

Sandblasting would be best and then use a Rustoleum primer. I use Rustoleum primer for rusted metal even on metal that I think is rust free.
