I would say that is someone that is really good at airbrushing and masking. I have seen this type thing on vehicles before.

I also noticed some stuff done recently with vinyl wrap where it's wide format printed and stuck to a folded panel.

Just grind your metal, then spray a candy paint over it. You can use various candies to get this effect. Simple. ;)

I laugh at how much people will pay for these panels. Insane!
