Powder buffing/polishing

I don't do the powder myself, But I can not find a decent person to do it in my area. Guy I'm currently using always has lots of dust in all the pieces.
What is the best way to sand, wet sand and buff all the dust out if it's even possible?

I have never been successful in sanding and buffing powder coat, not sure its even possible. If it's not good the first time I have to strip and redo which really sucks.
