This looks to be a multi-layer piece. The large circular ring, then the scroll work with text, and finally the individual flowers. Each pedal appears to be formed with a crease down the center to give a three dimensional look. Since you are proficient with Inkscape, I would suggest to start off by first creating the flower. One or more of the individual pedals can be manually traced, then copy/rotate and assemble into a completed flower. Copy and scale the first flower to create the other sizes.

Next create the scroll work/text. This could be a combination of manual trace along with using the text tool with the appropriate font.

Then the large ring - which is simply two circles. Or roll up some square tubing into a circular shape.

Let us know if you get stuck and need help.

Question for Patriot Steel: Are you wanting to learn how to create this from scratch or are you looking to purchase a cut-ready file? I have not seen any exactly like this that you can purchase, but I expect you can find someone who will create a file for you - for a price.

PM received. It sounds like you want to learn how to create this from scratch. Are you mainly using Inkscape, or do you also have access to other programs? I think we can show you how to do this using Inkscape, and I have outlined the steps above in my previous post. Tom does a lot of creative stuff with Inkscape, so perhaps he will chime in here as well.

As I said, I think you can easily create the flowers of different sizes using Inkscape. I have seen scroll work in different patterns that you could use to assemble something similar, unless you want it exactly like the picture in which case you could manually trace it. I can't really tell from the photo, but I assume that each flower was cut with all the pedals and then the creases were put into the pedals - as opposed to cutting each pedal separately, putting the crease in each one, and then attaching them to the center portion by welding.

Another option for the flowers is to find something already drawn up. Here is one below that may be suitable and could be edited to remove the back layer of pedals. This might be easier for you than manually tracing the flowers.

If you can identify the font used for the Welcome, then that would also make life easier. You could check some of the popular font programs like DaFont to see if you can find something close.

I believe that either came from Hobby Lobby or Tractor Supply, or perhaps Pic-N-Save, or the Dollar Store .... It looks like that "budget" metal yard art that they import from south of the border.

Dean - the OP - wishes to learn how to create something like this from scratch, as opposed to buying ready made. Do you have any tips on the work flow and design efforts to create such a piece?

Thanks Guy's
I do think it is multi-layer i was working with the bezier pen and making some progress but not that good at it thinking it will have to be done in layers and multiple pieces and assembled.
Thanks Dean

Dean - if you find a dxf file you like, you can use QCad (free download) to convert from dxf R14 to dxf R13 format. Inkscape will open dxf R13, so no particular need to have the file in svg format to open with Inkscape.

https://qcad.org/en/download

I think you will have at least 2 different files - one for the flowers and another for the scroll work with "Welcome" text. So I agree, multiple pieces and assembled.

Dean - here are some flowers in svg format to get you started. I have already made several copies in Inkscape and resized them to create different sizes. You can scale them to match the sizes you have in mind. Let me know how you make out with the flowers and then we can proceed to the scroll work with text.

David,
I didn't know about qcad but it works pretty good is it worth buying the reason i ask because 15 minutes you have to restart the program.

Try resetting your PC clock every ten minutes. Turn off the option to "Set Time By Internet." If the program does not detect the time change, it will run indefinitely. :HaHa

Dean - I was suggesting QCad as a means to convert dxf R14 to dxf R13 for import to Inkscape. If you are only using if for conversions, then these can be accomplished in a few minutes or less each, so the time-out of the free version is no problem. I don't personally use QCad, but was suggesting this solution since Inkscape recommends it.

For myself, I use LightBurn for converting dxf to svg for opening with Inkscape. LightBurn has many other uses, I purchased it several years ago for around $60 for perpetual license, and I feel it is well worth the money.

How are you coming with duplicating/scaling the flowers in Inkscape?

I am sorry to report that I am a rank amateur when it comes to Inkscape. Perhaps David can answer that question. I am guessing that there is a small break in the outline that you cannot see, but Inkscape "sees" an open path that it cannot fill.

I think it depends on the particular file and if it is fully linked/joined so it has no intersections or open paths. Here is an example of another bottle opener file. I started with the one below.
bottle opener 1.jpg
bottle opener.dxf
(53.88 KiB) Downloaded 45 times
Then I imported this dxf R14 to QCad and saved as dxf R13.

bottle opener 2.jpg
bottle opener R13 from qcad.dxf
(137.32 KiB) Downloaded 40 times
Now opened with Inkscape.
bottle opener 3.jpg
Then "Object, Fill & Stroke".
bottle opener 4.jpg
bottle opener 5.jpg
For me, I find the colored fill a distraction and prefer to work in "Outline Mode". I find it easier to node edit, etc. with only the lines and no fill.

Dean - perhaps you could share the dxf R14 bottle opener file you are working with so we can take a look.
Thanks,

Here is the same bottle opener file downloaded from Plasmaspider. As is this has many intersections and will not work well when converted to dxf R13 with QCad and opened with Inkscape to fill with colors.

For these sorts of files, I find it much easier and quicker to open with LightBurn and export as SVG. Then open directly with Inkscape and no problems with fill, etc.

Here it is after converting to SVG with LightBurn.

I believe that LightBurn is available for a free 30 day trial. It might be worth while to try it out.
