Font will not load into Inkscape from DaFont

I have a customer that requested a specific font for a sign I am working on. I downloaded it and it will not show up in the fonts in my inkscape. I have downloaded fonts before from them with no issue. I did notice this one is labeled "personal use only". Is that why. I am also running the newest version of inkscape 1.2 which I do not like at all. Also could the newer version be blocking this. The font is Birds of Paradise. I also rebooted after I downloaded and "installed" the font.

You mean like this. I downloaded into a new folder, un-zipped it and moved the .tt file to the windows font folder. opened Inkscape and it is there

I will try and move it manually to the said above folder.

Just checked and in fact the Birds Of Paradise are in my windows/fonts folder but it does not show up in inkscape. In the Fonts folder it shows some properties one is Font Embeddability: Restricted License

I went back to DaFont and looked at the comments. The author responded to others that this is a licensed font and directs you to hyperfontdotcom or something and wants 49.00 for the font. Not sure when you downloaded that font Tom but I cannot get it to work in inkscape. I am going to ask the customer if they want me to continue and purchase the license. I will pass the cost on.
