I am planning on forming the hooks at 2 1/4" with a 3/4" return, 12 ga. mild steel ought to work for this.
The mounting holes are also on 16" centers, so it should mount securely to wall studs.

I haven't cut any yet, and you might want to round some corners off a bit, but it should cut pretty well.
