Q on feedrate in operation vs tool table

I'm wondering what the relationship is between the feed rate established when you create an operation (same window where you choose path rules, lead in/lead out, etc), and the feed rate listed for the tool in the tool table. If they are 2 different numbers...which one is used for the file? If I have a tool feedrate of 100ipm, and an operation feedrate of 200ipm...how fast will my torch be moving when it cuts? Also, which # will my path rules (% slowdown for holes, etc) apply to?

The one in the tool table is just a default value. When you select that tool in your operation the tool's feed rate will be copied to your operation. The operation's feed rate is the one that is used. The same goes for any settings that are duplicated between tools and operations.
