What is the best CAD software for plasma part designing?

ViaCAD, DeltaCAD, libreCAD??

I am not familiar with any of those however I personally use Corel draw and another popular product among many here is Inkscape

You need a program that outputs a file using the DXF format, I know there are free ones out there that should work fine.
find one and learn it, don't bounce around it can become confusing. Most program do the same things but may call them differently, sometime all the bells and whistles can overload what your trying to do.

I think it depends on your goal. Are you doing art work, tracing bitmap images, designing brackets, or? For brackets and simple parts, I like AutoCAD, BricsCAD, Fusion 360, and Design Edge. For auto tracing (converting bitmap files to vector format) I prefer Inkscape and LightBurn. I don't really do "artwork", but many use CorelDraw or Inkscape. I like Paint.net and Irfanview for image processing.
