Can't tell you how to do it in Corel . . . but if it would help, send or post specs and I will produce for you in AutoCAD . ..

I'm far from a pro but this is how I go about it:

Draw a circle to the diameter of your pattern
Draw a circle to the diameter of your bolt
center the bolt on the top quadrant of the pattern
Click on the center of the bolt and drag the rotation point to the center of the pattern
click on arrange > transformations
In the docker I use the rotate button and enter the degree of rotation and set how many copies then apply.
You can also set the rotation to XY coords using the position button.

Hope this helps.

There's a formula that you can take from this sheet. It's a milling form I found which provides the proper figures to exactly place equally spaced holes around a set diameter circle. Simply take the diameter multiplied by the figures. It may be of use to some, if you're mathy. :D
