DB2505-1205 plasma torch output

I have come to the point in my build that I am trying to get mach3 to signal the relay to switch on. I have tried using pins 1, 14,16, and 17 to fire the torch relay. I have the output 1 selected with the corresponding pin selected and port 1. I have zero voltage at the relay input terminals when Mach3 says torch is off. When I switch on the torch I am only seeing a 1.5 volt output to the relay. I am using a solid state relay with an input rating of 3-32 volts. Is this a software issue or a hardware issue?

Update: The issue was that a solid state relay doesn't work properly for what I was attempting to do. I purchased a 5 volt arduino switching relay on amazon for $5... Problem solved.
