i am going to cheat a little bit and stay in fusion.
the result is going to be rougher because STL files do not have arc's and it does need some clean up if you really want clean circles.
this took me about 3 minutes minutes to do.
did not check measurements but its a 1:1 copy of the STL mesh.

if i would want this part i would quickly sketch it up from scratch in fusion 360, that takes a little bit longer however it is perfect at that point

Corel Draw is very cumbersome for this type of drawing, much better suited for artistic design. Fusion 360 however could get this done for you in snap and very easily as David has shown above. If your doing mainly mechanical design I would give Fusion 360 a try.

Here is the process I used, as described above. The auto trace and editing could just as easily be done using CorelDraw.

The easiest method for me was to open the stl file with Fusion 360, screen shot, open with Paint.net and adjust brightness/contrast, save as jpeg and auto trace with Design Edge. Could have used Inkscape as well. Then some editing to adjust to proper size for the bolt patterns bolt circles. I understand that Klank484 (the OP) was wanting to learn how to do it on his own working from his sample he showed in his attached photo. I can think of several methods to accomplish this from scratch, and will be happy to expand on these methods should the OP be interested in learning my approaches.

Welcome aboard! When you get a chance, perhaps post in the "Introduce Yourself" section and tell us more about yourself, your setup, which software you are learning to use, and perhaps share a few photos of some of the projects you are working on.

One way to get close is to manually trace over your jpeg image - this will get you close. I assume this is some sort of universal wheel spacer with multiple bolt patterns. I drew the two larger circles, then a smaller one and copied it to the other locations as shown on you image. Then scale to the correct size.

For example, the one I have drawn measure 18.722 inches on the OD. Measure the actual OD of your part and scale to size. So if you actual part measures 8" for the OD, then scale the drawing by a factor of 8/18.722 (8 divided by 18.722). The measure the actual size of the smaller holes in your spacer and adjust the holes in the drawing to match.

What program are you using to do your drawing? Let us know and perhaps we can offer more guidance specific to your software package.

Do you have all of the dimensions? ID, OD, bolt hole OD, bolt center for each pattern.
What CAD program are you using? First draw 2 circles, then draw a circle for each bolt pattern. Then draw the first hole. Then if your CAD program has a pattern tool, use it to do a circular pattern to get the rest of the holes for that bolt pattern. Then repeat for each of the bolt patterns.
