Help-With Sign

Could i please get some help with this one?

I am really green at this and would like to know the software used to cover it over.

Any guidance would be much appreciated. One day I would like help someone else out.

I use Corel Draw for most of my conversions. If needed, I use Adobe as well but most of the work is done in Corel.

Here is a step by step tutorial I did up on how to convert. Not all images are this easy, some are difficult, others are nearly impossible and will need to be hand traced.
