Care After Combat Inkscape tutorial

I had a recent request for help in turning this image into a cut ready file. He wanted to do it as a single layer with the union jack showing, but said he didn't care about the camouflage in the hands. I don't see an particularly easy way to include the union jack, so I suggested that he might do it as a two layer sign with the painted portions for the camouflage and union jack on the backer.

This step-by-step is just to give him and idea of some steps he could follow to create this with Inkscape using a combination of manual trace and typing the text in a similar font. There may be other approaches that would work as well or even better.
