I used Design Edge which is PlasmaCam's software. I did do it in several sections. First I edited the raster image. The first time I isolated the text IOWA and the meats and erased everything else and saved that. Then I started over and erased the background and painted the whole flame and frame black and saved that. Then I started fresh once again and got a good outline of the letters BBQ and colored in the centers and saved that. I imported each one into Design Edge to trace but you could use any program such as Inkscape that is free. I did draw in the interior flame accents by hand and built the offsets and bridges to make it all work.

Here's a video I did awhile back on working with raster images to improve them for tracing (using free paint.net program) . Maybe it will help.
