I'm having the hardest time with this file. Can someone please convert this to a clean vector that I could use. It would. S greatly appreciated. I don't usually have a hard time, but this has me doing a lot of work. Thank you in advance.

You forgot to upload the pic or need to shrink it to fit the forum guidelines, and technically this request should be in the File Conversion Help Wanted forum section, not the sharing section and lastly, if you put the name or description of the file you want help with in the subject line, you might get more interested people to take a look. Sorry to troll, but in the long run, everyone will be more receptive to requests if we all follow these simple steps.

I dont have time to fine tune it but here is a rough translation to .dxf. If i have more time later on i can add stencil text and smooth it out.

Here is some help using inkscape and the trace "color quantization with a number about 14 colors. Then with it highlighted remove the fill and give it a stroke about 0.010" for thin lines. The break it apart under path to get each item separated so you can delete duplicate lines down to one per item.
I would make it a multi-layer with cutting the letter to be put on top of the shield and make the people separate too. If you play with the number you can change the detail of the items when you have them separate copy them to another inkscape page and work on other parts to get them better then copy them to the other page to. making the original larger helps to separate the items too.

It can be done if you spend a little time on it. Here are some of the things I have assembled from a drawing. They have a background and then separate parts painted and attached to the background for a layered effect.
