mystery coating, need help to recreate

Hello all. I am looking for help in figuring out a coating a customer wants on a piece. The sample piece shown to me is an orange color with some brown (similar to rust color). The metal was cut apparently with coating already on metal, top and bottom side dross were left on the finished piece. It is so smooth and hard it almost looks like powdercoat, not sure how it was cut with coating already on it (as far as torch sensing). Any suggestions welcome to figure out what it is. I do not have a picture, but can probably get one.

Is it possibly Corten steel?
