Design Help Police Badge

Can anyone help me create this badge? Its for the New Castle County Police in Delaware. I attached the files I was given but I keep messing it up!

Lots of folks including myself here do custom file work. I'd even be inclined to do a basic one for free but there are 2 different badges there and one of them has 2 different numbers. That coupled with the fact that a little more info is required to make a custom file.

Are you wanting it in all one layer or multiple. How big do you want it to be?

Thanks for the quick response. They gave me three examples of the badge. They wanted a single layer badge of either version. Rdj357, I'd like to see the basic one you were talking about. If anyone would like to DM me quotes/price structure for their custom work, I'm willing to take a look and see your work!
