If it is a pcm file that is a Design Edge Software for the PlasmaCam cutting system only. If you dont have that system you wont be able to use it.

I have design edge and I cannot open it.

If you havent updated your Design Edge software it may be too old. Not sure what update this was made from I am at 4.41 and it opened for me.
