Bottle opener that I made. It had our club name around the tire, but I took it off when I converted to DXF.
It might be a little too small to cut on plasma, but I figured I would post it up to see if anyone is up to the challenge.
I also did some simplification on the number of nodes, let me know if I did it right....
I still can't figure out why it shrinks down when I import into Inkscape... I know it is by a factor of 25.4 due to some metric conversion going on. Every time I bring a DXF into Inkscape I have to scale it up by 25.4 to keep the size right. I can't figure out what setting needs set to keep it in English units....

I imported it into plasmacam and yep it was microscopic. Scaled it up by your factor and it was now 3" long. I did some tweaking of your file, mainly some radius smoothing and adjusting some of the detail sizes. Even at that my software balked at making cutpaths on the bolt holes and rim outlines. Laser or waterjet might be able to handle it.
