Is this what you are after? I have used Arial Bold and I haven't welded the text to the circle so you could separate if you wanted to.

Here is a free way to do it with paint.net this video tell of a Plug-in you will need to add to paint for text work.
one thing I found very handy is to do reverse directions so you can start at 9 o-clock and have the top go CW and then the bottom go CCW. This operation is done with out any other thing on th epage not like the demo. When you open the text tool move the menu from the center of the screen so you can see where the text is placed. That is done in 2 operations but you save it in jpeg then import to Inkscape and convert to path and DXF or SVG for cutting
