You can change the size of the line but wide line can corrupt the drawing when plasma cutting keep them thin when you save to SVG or DXF. Go to "fill and stroke" click on stroke style and there you can change the line thickness. Be careful with using the outline under view if you leave ink...

There are a few free ones (QCAD, and others ) I use TurboCad ( about $50 on eBay and Amazon)

I would stay with the spindle speed that matches the metal thickness travel speed. This will change with the diameter of the tube you are cutting. It is not just the spindle speed but the steps per inch of the metal. You may need to create a chart for the steps per inch for each diameter. If you are...

I have tried to use 2 different usb controller and could not get them to work correctly. This was about 3 years ago so maybe they have improved. Why not setup a separate Mach 3 profile for the rotary operation so when you want to use it you would just start that profile.
Any changes in steps or speed could be in the separate profile.
