What you want can be done with a lot of the free CAD software programs and then exported as dxf and imported into Plasmacam.

I don't think the pipes serve any purpose. Although in the pic is looks like they extend through the bottom as legs. But you could use short pieces there also.

It would seem that the clear is not set up hard enough and the finger prints are embedding themselves in the clear coat. Are you letting cure at correct temp and humidity? Does the clear coat feel tacky or soft? An infrared light may help cure, set faster? You should be able to sand with 600 and cle...

I can't help you with Inkscape but would suggest that design lends itself to a complete redraw from scratch. Just from the pic I can see there are some double cut outs, like the small side cut outs in the banner part and other small cut outs inside of larger cutouts. Good start though.

I'm with BTA, use a higher amp 65 or 85 and I think you will find better results. I have a PM45 so I have no choice but 1/2" is at the upper limit of the 45.

In Autocad you cannot use regular text, it doesn't export as a dxf. You have to use express tools, explode text command which will explode the text to lines and arcs.
